I asked the question,who guides the lower realms in a spiritualist church once and was all but told that I was mad.
They seemed to think that only humans have guides.

I think David is referring to the 'lower astral beings' the mischievous spirits,and the poltergeists,imps,demons etc.
The elemental on the other hand are;
We call these beings elementals although they are also known as Faeries and are a part of the Faerie realms. My feeling is that these beings are only in a lower plane because they have not accepted guidance. Mentally and emotionally they are opposed to the influence of their guides, instead relying on their imperfect egotistical will power.
