Its Dragon hill, and I beleive it is a natural feature rather than manmade like Silbury hill.
According to legend, the bare patch on top was where St George spilt the Dragons blood, and no grass will grow there.
I like that.
The ripples on the hill to the lft of that, and out of shot (sorry to anyone who has no idea what I am talking about), is the manger, and is supposed to be where the White Horse eats.
Also, another useless fact, the hillfort was never really a defensive post, but was use in more relatively recent times as a festival site during the scrubbing of the White Horse (which is no longer done as it is now protected).
